ISM Audits & Safety Management Systems

We conduct ISM internal audits and safety management system reviews for towing, offshore, and petroleum transportation operators. Audits focus on how the SMS is implemented onboard and ashore—not just whether documentation exists.

We evaluate procedures, records, and operational practices against ISM and company requirements to identify gaps, strengthen controls, and support continuous improvement in advance of DOC/SMC audits conducted by your Flag Administration or Recognized Organization.


Subchapter M & TSMS Compliance Support

We support towing vessel operators with Subchapter M compliance readiness and TSMS program execution through internal compliance reviews and practical implementation guidance. Services are tailored to help you understand requirements, close gaps, and stay inspection-ready between cycles.

Independent internal Subchapter M (TSMS) audits conducted in accordance with 46 CFR § 136.210, including TSMS gap assessments, documentation and recordkeeping review, corrective action planning, audit preparation support, and crew-level coaching on day-to-day compliance practices.

We do not perform required TSMS external audits or act as a Third-Party Organization (TPO).


Oil & Petroleum Transportation Operations

We provide compliance and operational support for vessels engaged in the transportation of oil and petroleum products—an operating environment with elevated risk, increased scrutiny, and high customer expectations.

Having worked in petroleum transportation under ISM-aligned management systems prior to Subchapter M, we understand what “mature compliance” looks like in day-to-day operations. We apply that experience to strengthen SMS/TSMS execution around real-world towing configurations, cargo transfer operations, pollution-prevention controls, and the documentation practices common to petroleum trades.


Regulatory & Operational Consulting

We provide consulting support to improve compliance readiness, safety culture development, and operational performance. This includes regulatory interpretation, drill and training program evaluation, documentation refinement, operational best-practice recommendations, and course development support for in-house training.

Engagements are designed to help operators address issues proactively and remain prepared for Coast Guard inspections, Flag/RO audits, and customer requirements.


Vessel Readiness & Pre-Inspection Assessments

Vetting outcomes are driven by execution: procedures that match reality, records that tell a clean story, and crews that can explain what they do and why. We provide SIRE readiness support through mock vetting walk-throughs, documentation and SMS/TSMS alignment checks, and corrective action guidance to reduce preventable findings and improve inspection confidence. This service is particularly valuable for operators involved in petroleum transportation or high-risk towing operations.

Typical support includes:

  • Pre-inspection readiness review (policies, procedures, records)

  • Onboard walk-through and condition/housekeeping checks

  • Crew interview coaching and drill readiness

  • Findings review and corrective action plan (CAPA) support

Readiness support only — not an OCIMF/SIRE inspector.


SIRE (OCIMF) Vetting Readiness Support

We conduct vessel walkthroughs, records reviews, and targeted compliance assessments to help operators prepare for Coast Guard inspections, Flag/RO visits, and customer/terminal reviews.

These assessments identify deficiencies early and provide clear, prioritized, actionable recommendations—focused on high-visibility items, record integrity, and crew readiness.


Hodges Maritime Compliance, LLC provides internal audits, compliance support, and consulting services and does not act as a Third-Party Organization (TPO) for external Subchapter M audits.
